2009 Reassessment
Provincial legislation requires a reassessment every 4 years to ensure assessments are up to date, accurate, and fair.
As part of the reassessment process, the City updates all assessment values to a new base date. For the 2009 Reassessment, the base date will reflect assessment values as of June 30, 2006.
Changes for the 2009 Reassessment
In 2009, Provincial legislation has changed to allow the City to implement a full mass appraisal market value assessment system starting that year. This means the City of Regina will be permitted to use either the Cost Approach to Value, the Sales Comparison Approach to Value, or the Income Approach to Value where appropriate.
As well, the mass appraisal market value assessment system also uses regulations for some properties such as agricultural land, oil and gas well production equipment, linear property and heavy industrial property.
Market Value Standard
Market value assessments
are assessments that estimate on average the amount a property could be expected to realize if the property is sold in a competitive and open market by a willing seller to a willing buyer, each acting prudently and knowledgeably.
By adopting a market value standard system, it will bring Saskatchewan in line with industry standards used across Canada. Market value assessments are easier for you to understand and easier for you to review your property's assessment and determine if it is reasonable.
Standards the City must meet when using a market value assessment are outlined in provincial legislation. The legislation sets out a Market Value Standard, which is achieved when the property's assessed value:
- is prepared using mass appraisal techniques
- is an estimate of the market value for the total interest (both land and buildings) for the property
- meets the Saskatchewan Assessment Management Agency's
(SAMA) quality assurance standards - reflect the base date set by SAMA Board Order. For the 2009 Reassessment, the base date will be June 30, 2006
Market value assessments impact on different property classes
- Residential/residential condominium
Under a market value assessment system, residential properties and residential condominiums are assessed using the Sales Comparison Approach to Value. This approach was introduced during the 2005 Reassessment and will be used again for the 2009 Reassessment. - Multi-family properties
For the 2009 Reassessment, Provincial legislation allows the City to use the Income Approach to Value or the Sales Comparison Approach to Value to determine assessment values for multi-family properties. In 2005, the Cost Approach to Value was often used. - Commercial properties
For the 2009 Reassessment, Provincial legislation allows the City to use the Income Approach to Value, Sales Comparison Approach to Value or the Cost Approach to Value to determine assessment values for commercial properties. In 2005, the Cost Approach to Value was often used.
Review your assessment
The City of Regina encourages everyone to review their property's assessment.
To review your assessment, search for your property's assessment and taxation record online. When it appears, ask yourself the following questions:
- Are the primary property characteristics displayed online correct for my property? (i.e., if you own a two-storey home, does your online property characteristics indicate two-storey?)
- Are there any unusual circumstances not shown for my property that would affect its value (e.g. structural, location, etc.)?
- Are assessments of similar properties in my valuation neighbourhood similar to my assessment? (To compare, conduct a search of properties in your valuation neighbourhood by their assessed values. You can search by address or by using the interactive map.)
- Is my property's assessed value reflective of the sale prices of similar properties in the reference year (2006)?

- E-mail your request to the Reassessment Customer Service Centre
- Visit the Reassessment Customer Service Centre, located on the 4th Floor of City Hall (2476 Victoria Avenue), weekdays from 8 a.m. to 4:45 p.m.
If after speaking to Assessment staff you feel your assessment is in error, you can submit an appeal to the Board of Revision when the Assessment Roll is open.
